Effective 12/21/2009, Virginia announces that producers can now apply for a resident license online through NIPR in addition to Sircon's Compliance Express. Effective January 10, 2010, nonresidents can begin paying the Virginia $15 continuance fee for the 2009-2010 biennium. This fee can be paid online and must be paid within the required timeframe or the license will terminate September 1, 2011.

12/14/2009    South Carolina Announcement - 12.14.2009

South Carolina is requesting all licensed insurers to provide SC with the contact information of the person(s) responsible for appointing producers in South Carolina. South Carolina also announces that agency license renewals begin January 1, 2010. Electronic renewal notices will be sent if current email addresses are on file. Effective 1/15/2010, the SC DOI will begin imposing a penalty fee to producers who have failed to notify SC of an address change by 12/31/2009. Review the announcements for further details.

Missouri is reminding agents who are licensed to sell title insurance in Missouri that continuing education will be required starting January 1, 2010.

New York reports that individuals seeking resident licenses from the New York Insurance Department must submit electronic fingerprints with their license applications beginning December 15th. Insurance agents and brokers are currently not required to submit fingerprints as part of their license applications, however, legislation has been recommended to require fingerprinting of agents and brokers.

California announces that AB 800 (Chapter 254, Statutes of 2009) Insurance Omnibus will become effective on January 1, 2010. This bill made several changes to the California Insurance Code (CIC) for the purpose of encouraging online filings from insurance producers and to bring California closer to uniformity with other states’ producer licensing laws.

North Carolina has issued two announcements:  (1) Surplus Lines licensees who failed to pay the license fee by August 31, 2009 will receive cancellation notices. (2) Effective January 1, 2010, North Carolina will require a valid email address from licensees.
11/20/2009    Florida Announcement - 11.20.2009

Florida announces that because of the computer system upgrades scheduled on November 25-29, 2009, there will be no access to any computer systems of the Florida Department of Financial Services’ Division of Agent & Agency Services during this time. All license applications and new, terminated or renewed appointment transactions will be pended until the systems are brought back online Monday, November 30, 2009. Applications for licensure submitted during or after this time period may not be processed for up to 20 business days after submission.

The North Carolina Department of Insurance - Agent Services Division must receive terminations of adjuster appointments from ALL adjusting firms by February 1, 2010. Adjusting firms will be billed for those individuals showing appointments after February 1, 2010 on their 2010-2011 annual company appointment renewal invoice.

Effective January 4, 2010, Prometric, who currently maintains the continuing education database for the Massachusetts Division of Insurance, will stop using Social Security numbers to identify licensees in the reporting process of continuing education credit hours. Continuing Education Providers will begin reporting continuing education credits via electronic roster submission, based upon the licensees’ Producer license numbers or Public Insurance Adjuster license numbers.

11/4/2009    Wisconsin Announcement - 11.04.2009

Wisconsin licensees are now able to print their own license free of charge at www.oci.wi.gov. The same option is available at www.sircon.com/wisconsin following issuance or renewal of a license. The Wisconsin office is continuing to mail licenses to new applicants and those who renew their existing licenses for the next few months. Once the current supply of license stock is exhausted, Wisconsin will no longer print and mail licenses. Those persons without access to a computer will still be able to request a copy from the Wisconsin office

The North Carolina Department of Insurance announces the conversion from social security number (SSN) as the unique license identifier to the National Producer Number (NPN) will be completed in early 2010. Using the NPN as the license number is the solution to preventing identity theft and addressing other security issues relative to use of the social security number.

The Utah Insurance Department, in conjunction with Sircon, has arranged for Utah resident producers to take advantage of a new personal compliance web-based tool, called ProducerEDGE. This service is available to Utah producers at no additional charge effective November 9, 2009.
10/21/2009    Kentucky Announcement - 10.21.2009

The Kentucky Department of Insurance (DOI) announces a new eServices option to assist insurers in filing and canceling a licensee’s financial responsibility (errors & omissions liability.) Effective immediately, this service allows Insurers to submit Form 99-1 Evidence of Errors & Omissions Liability, and Form 99-6 Insurer’s Assumption of Legal Liability. The eServices gateway also allows all Insurers to submit Form 99-5 for Cancellation of all types of Financial Responsibility. Insurers are required to complete these forms via online submission.

North Carolina has made changes to the state fee collection process for public adjusters which impact both the initial license application fee and the annual license fee. Beginning with the 2009 Local Government Premium Tax Annual Reconciliation (which is to be submitted on or before 03/31/2010), the Department of Insurance will mandate that the annual reconciliation be submitted electronically to the Department. 10/5/2009    Alabama Announcement - 10.05.2009

Effective October 1, 2009, Alabama Department of Insurance will begin the 2010 Annual Renewal process for Adjusters, Surplus Line Broker and Surplus Line Broker Business Entity, and Risk Purchasing Groups. These license holders need to go to the Alabama DOI website, www.aldoi.gov, and under Quick Links choose, Renew Your License, and follow the instructions. Prelicensing and Continuing Education Providers should also renew online through the department website.

Effective November 1, 2009, the Rhode Island Insurance Division will no longer issue separate lines of authority under the Claims Adjuster license for Commercial and Personal. These will be combined into one line of authority for Property/Casualty Adjusters. Worker’s Compensation will continue to be a separate line of authority on the Claims Adjuster license. All current Claims Adjuster Licensees that hold the lines(s) of authority for Personal and/or Commercial will be transitioned to Property/Casualty line of authority.

Self-employed adjusters licensed in North Carolina were sent notification of their license cancellation. The North Carolina Agent Services Division has determined that due to an error while preparing this notification letter for mailing, non-resident self-employed adjusters only received an incorrect cancellation letter. Refer to the announcement to determine what corrective action will take place.
9/21/2009    District of Columbia Announcement - 09.21.2009

Effective October 1, 2009, Continuing Education (CE) functions will be transitioned from Pearson Vue to the District of Columbia Department of Insurance, Securities and Banking (DISB). DISB will begin managing CE functions in partnership with the National Association of Insurance Commissioners (NAIC) State-Based Systems (SBS). During the transition to the new system, it is necessary for CE processing to be down temporarily from September 24 – 30, 2009.

Wisconsin will no longer be accepting Non-Resident Renewal applications from NIPR for the 10 days preceding the license expiration date. Non-Resident Renewals will only be available from 60 days prior to the expiration date to 10 days prior to the expiration date. This change will take effect with the November 2009 renewals. Anyone renewing during the last 10 days of a renewal period must go to www.sircon.com/wisconsin for processing in real-time.

The Kentucky Department of Insurance (DOI) is announcing a new eServices option to assist insurers following a Kentucky DECLARED Catastrophic Event. The North Carolina Agent Services Division has cancelled the licenses required to pay a license renewal fee by April 1, 2009 for the 2009-2010 license period. The following license types were cancelled effective 3/31/2009 for non-payment: 1. Individual licenses for Self-Employed Adjusters, Brokers, Viatical Settlement Brokers, and Motor Vehicle Damage Appraisers. 2. Business Entity licenses for Corporations, Partnerships, Auto Rental Limited Lines Licenses, and Self-service Storage Limited Licenses.

NIPR reports that Oregon will begin requiring a background check charge for all resident license applications. Effective September 1, 2009, the California Department of Insurance Producer Licensing Bureau will only accept address change requests from its licensees through the Internet, either through its free online address change service or through NIPR's address change service. Address change requests consist of changes to mailing, business, and resident addresses and resident and business telephone numbers.

Wisconsin announces changes to their agent licensing requirements that conform to the NAIC Model regulation. Changes include new lines of authority, self-study and correspondence course credit allowances to meet the prelicensing education requirement, and a resident fingerprint requirement. An additional change is to raise the agent application and renewal fees, and the annual company appointment fees. Review the announcement for additional details regarding these changes.

Effective July 1, 2009, Rhode Island has increased the license fee for Claims Adjusters and Appraisers. Review the notice that is available at www.sila.org.

South Carolina requires all producers licensed in South Carolina to renew their licenses biennially and pay a $25 renewal fee through an online renewal application. No paper renewal applications will be processed. The producer renewal period begins July 1, 2009 and ends November 1, 2010. Refer to the attached bulletin for additional details.

Alabama has posted new license examination outlines on their website. The new examinations for life and health licenses will begin on August 1st. The new examinations for the property and casualty insurance licenses will be released on September 1st.

New Hampshire has eliminated retaliatory fees for adjuster licenses. The fee for initial, renewal and reinstated licenses are contained in the announcement, along with a reminder of the upcoming 2009 adjuster renewals.

Pennsylvania is in the process of converting all insurance producer licenses to a birth month renewal for licenses that renew in January 2010 and thereafter. More information will be forthcoming in the next few months.

Nevada announces a new Insurance Administration and Enforcement fee that became effective on May 29, 2009. Any license issued on or after May 29, 2009 must be accessed this new fee and invoices will be mailed by the Division. Review announcement for more details.

Arizona Governor Brewer signed House Bill 2643 into law, which, in part, provides the Department of Insurance an appropriation for Fiscal Year 2010. The Department of Insurance will be closed on July 3, 2009, in observance of the Independence Day holiday.

The North Carolina Agent Services Division has cancelled all company appointments for companies that failed to pay the 2009-2010 appointment renewal billing invoice due April 1, 2009. Due to ongoing budget negotiations, the Arizona Department of Insurance may be closed for business beginning July 1, 2009, which means that customer service and licensing will be unavailable until operations resume.

Effective July 1, 2009, Iowa will no longer mail a paper renewal reminder notice for a producer's insurance license. Also effective July 1st, Iowa will no longer print or mail licenses. A license may be printed from Iowa's website. Iowa also announces that it is now accepting attachments through the Attachment Warehouse.
