Meet a New Regulator!

Rachel Chester, Principal Insurance Analyst with the Rhode Island Insurance Department

Rachel began her career with the Department over five years ago, although she has been in the industry for 15 years working for a large rental car company right out of college where she developed relationships with insurance carriers. It was a natural transition for her to enter the insurance industry. She currently holds the API, AINS, and APIR designations and earned her MBA in 2008.

Rachel oversees the Rhode Island licensing staff and is an active participant in several NAIC and SILA working groups and is the Vice Chair of the SBS Product Steering Committee. Outside of licensing, she manages a wide variety of tasks from processing and managing insurance consumer complaint investigations, property and casualty policy form and rate filings, works with insurance analysts and consulting actuaries, and provides general assistance to the public, industry, and licensees as a subject matter expert.

Rachel is married with two children, Thomas is three years old and Jack is just over one. In addition to their full time jobs and raising two children, she and her husband own and personally manage rental properties – 12 houses totaling 34 apartments. And they do all of this without the help of a property manager.

So what does Rachel do in her spare time when or if there is any? She likes to sleep which is an understandable luxury with her loaded schedule. She also likes karaoke, reading and working on crafts.

One of Rachel’s motivational goals is to positively influence others and the best advice she has received is to ‘Know your audience! The act of relating isn’t easy’.
